Decision: Resolved that application GR/2010/0020 be PERMITTED. Minutes: The Board considered application GR/2010/0020 for the construction of a landmark sculpture in the form of a White Horse.
Resolved that application GR/2010/0020 be PERMITTED subject to:-
(1) the development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted;
(2) the development hereby permitted shall be carried out in its entirety and in complete accordance with the approved plans and particulars and pursuant to any conditions contained hereinafter;
(3) the height, dimensions and parameters of the landmark sculpture hereby permitted shall not exceed the specified dimensions in the section 4 of the Drawings and Images document accompanying the application; in addition the landmark sculpture shall be located in the position shown in the approved drawings (Drawing No 43-1 Application Boundary Plan and Drawing No 43 rev B Springhead Context Plan) unless the written approval is given by the Local Planning Authority to vary the siting within the general location indicated in this part of the Springhead Quarter of Ebbsfleet;
(4) no development shall take place, other than site preparation works, until full details of all the external finishes, materials and colours of the landmark sculpture, including samples where necessary, have been submitted to and approved in writing by the Local Planning Authority; the development shall be fully carried out in accordance with the approved details;
(5) no development shall take place until full details of any earthworks or changes in ground levels and excavation details involved in the construction of the landmark sculpture have been submitted to and approved in writing by the Local Planning Authority; the development shall be carried out in strict accordance with the approved details;
(6) full details of the finished surface treatments beneath the landmark sculpture and of any pathways leading to the sculpture, including any landscaping of the site and reinstatement of the land shall be submitted to and approved in writing by the Local Planning Authority before the commencement of the development or such other timescale as may be agreed in writing by the Local Planning Authority; the approved details shall be fully implemented prior to the completion and opening of the landmark sculpture;
(7) no development shall take place until full details of any public footpath diversions whether temporary or permanent, including any surface treatments, structures and signage have been submitted to and approved in writing by the Local Planning Authority; the details shall also include proposals for improvements and enhancements to the footpath links to the site; the development shall be carried out in accordance with the approved details in accordance with a timetable to first agreed in writing by the Local Planning Authority;

Decision: Resolved that application GR/2010/0009 be DEFERRED for further negotiations and a Members’ Site Inspection. Minutes: The Board considered application GR/2010/0009 for the demolition of existing buildings and erection of a building over six levels (2 to 5 storeys high) to provide 73 very sheltered housing units comprising 42 one bedroom and 31 two bedroom units with restaurant/bistro and other ancillary facilities.
Resolved that application GR/2010/0009 be DEFERRED for further negotiations and a Members' site inspection to assess the scale of the proposed development and the impact the proposal would have on the surrounding area.

GR/2010/0148 - The Haven, Foxendown Lane, Meopham, Kent Additional documents:
Decision: Resolved that application GR/2010/0148 be PERMITTED.
Minutes: The Board considered application GR/2010/0148 for the erection of a detached summer house to be used as residential for a temporary period whilst the main dwelling is completed.
Resolved that SUBJECT TO a Section 106 Agreement restricting any residential occupation to a temporary period of two years from the date of the decision and that after that date the building shall only be used for purposes incidental to the enjoyment of the dwelling house and not for residential purposes, application GR/2010/0148 be PERMITTED subject to the following conditions:- (1) the development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted;
(2) the development hereby permitted shall only be carried out in total accord with Drawing Nos SK11, 12, 13, 14, and 15 and no others without the prior approval of the Local Planning Authority in writing;
(3) the development hereby approved shall only be used as temporary residential accommodation for a period of two years from the date of issuing the grant of permission and shall thereafter revert to being ancillary to the occupation of the main dwelling at this site formerly known as The Haven, Foxendown Lane, Meopham Kent DA13 0BO and shall not be provided with its own curtilage or sub-divided from the main planning unit without the prior approval of the Local Planning Authority in writing;
(4) Details and samples of external facing materials to be used in the construction of the building hereby permitted shall be submitted to and approved by the Local Planning Authority prior to the commencement of the development; the development shall be carried out in accordance with the approved details.
(5) A landscaping scheme, including details of surface treatments and the planting of trees, hedges, shrubs and grassed areas, shall be submitted to and approved in writing by the Local Planning Authority before any works are commenced and such scheme shall be implemented to the satisfaction of the Local Planning Authority within 12 months from the commencement of the works and thereafter maintained to the satisfaction of the District Planning Authority for a period of five years.
(6) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 no boundary wall, fence or other means of enclosure shall be erected or placed around the development hereby permitted to create a separate curtilage or planning unit.
(7) Hours of work of construction site plant, equipment and machinery shall be restricted to not earlier that 7.30am and not later than 6.00pm weekdays. Saturday working shall be restricted to not earlier than 8.00am and not later than 1.00pm. No work shall be carried out on Sundays, Bank and Public Holidays.

Minutes: The Board considered application GR/2009/0967 for the retention of replacement windows and door in the front elevation.
Resolved that application GR/2009/0967 be REFUSED on the ground that the replacement windows by virtue of their material, design and detailing would be unsympathetic alterations to the building and would be detrimental to the character and appearance of the Upper Windmill Street Conservation Area. As such the development is contrary to Policies TC1 and TC3 of the Gravesham Local Plan First Review (adopted version) and Policies BE5 and BE12 of the Gravesham Local Plan Second Review (deposit version).
