We plan to develop a Community Infrastructure Levy (CIL) charging schedule.

This will set out the charges on new development, alongside current work on the Site Allocations and Development Management Policies Development Plan Document. The timetable for preparing this is set out in our current Local Development Scheme.

Information on the infrastructure required to support development can be found in the Infrastructure Delivery Schedule in Appendix 6 of the Local Plan Core Strategy.

We will not publish a list of infrastructure projects or types of infrastructure wholly or partly funded by CIL, until the CIL charging schedule is adopted.

We will continue to seek funding for the infrastructure requirements arising from new development through Section 106 of the Town and Country Planning Act 1990.

Infrastructure Funding Statement

The government requires all local authorities to publish an Infrastructure Funding Statement (IFS). The first statement covers the financial year 2019 to 2020 and will be published annually thereafter.

This includes details of all Section 106 and related financial contributions received and the expenditure of those contributions.

Delivery of affordable housing

National policy requires Local Plans to set out the contributions expected from sites and types of development. This includes setting out the levels and types of affordable housing provision required, along with other infrastructure. The Gravesham Local Plan Core Strategy (LPCS) was adopted in 2014 as an NPPF compliant plan.

Core Strategy Policy CS16: Affordable Housing introduces separate targets and thresholds for the proportion of affordable housing to be included in housing developments in urban and rural areas.
