COVID-19 Business Support

1. Overview

From 5 January 2021, National Lockdown came into place meaning you may only leave your home for work if you cannot reasonably work from home.

Where people cannot work from home - including, but not limited to, people who work in critical national infrastructure, construction, or manufacturing - they should continue to travel to their workplace. This is essential to keeping the country operating and supporting sectors and employers.

Additional Restrictions Grant (Discretionary) re-open from 15 February 2021

The Additional Restrictions Grant (Discretionary) supports businesses that are not covered by other grant schemes or where additional funding is needed.

The Additional Restrictions Grant (Discretionary) is available to businesses and charitable organisations that are either not registered for Business Rates and have been required to close during lockdown, or who are able to show they have been severely impacted in the period since national restrictions were introduced on 05 January 2021.

Eligible applications for ARGD received before the end of March 2021, will also be considered for a one-off top up sum worth between £4,000 and £9,000.

This grant scheme is open for ongoing applications, while restrictions remain.

It is important to note that:

  • If you are an eligible business rate payer required to close, you should apply for the Local Restrictions Support Grant (Closed) above.
  • There is a separate application process and guidance for ARGD

Local Restrictions Support Grant (LRSG)

The Local Restrictions Support Grant (LRSG) supports businesses that have been severely impacted due to temporary local restrictions.

To qualify for the grant:

  • you must be the ratepayer and pay your rates to Gravesham Borough Council
  • your business must not have permanently ceased trading
  • your business must have been required to close and remained closed for the whole period for which the grant is claimed. If your business has been required to close your main, in person service but you have remained open to provide takeaway, click and collect or online delivery service, you will still be eligible for the grant under the closed scheme
  • you must be the person responsible for the business
  • the business must not be in administration, insolvent or have had a striking-off notice made
  • you must not exceed state aid limits

Due to changes in restrictions throughout the Covid-19 pandemic, funding is awarded in tranches where different restrictions have been in place.

16 February 2021 to 31 March 2021 (Lockdown)

If you have previously received a grant from us you do not need to re-apply. We will automatically make payment as soon as we receive funding from the Government.

The grant payments where applicable will be:

  • For properties with a rateable value of £15k or under, grants will £667 per 14 days – total amount payable for 44 days (16 February to 31 March 2021) is £2,096;
  • For properties with a rateable value of between £15k-£51k grants to be £1,000 per 14 days - total amount payable for 44 days (16 February to 31 March 2021) is £3,143;
  • For properties with a rateable value of £51k or over grants to be £1,500 per 14 days - total amount payable for 44 days (16 February to 31 March 2021) is £4,714.

5 January to 15 February 2021 (Lockdown)

If you are eligible for a Tier 4 grant, we plan to automatically pay the grant from 5 January unless we are advised that you no longer meet the qualifying criteria.

The grant payments where applicable will be:

  • For properties with a rateable value of £15k or under, grants to be £1,334 per month,or £667 per two weeks;
  • For properties with a rateable value of between £15k-£51k grants to be £2,000 per month, or £1,000 per two weeks;
  • For properties with a rateable value of £51k or over grants to be £3,000 per month, or £1,500 per two weeks.

20 December to 4 January 2021 (Tier 4)

For those businesses that have received a Tier 3 grant, we plan to automatically pay the Tier 4 grant unless we are advised that the business has permanently ceased trading.

Those businesses that were able to remain open in Tier 3 but were then required to close under Tier 4 will receive an email for confirmation that the qualifying conditions have been met.

The grant payments where applicable will be:

Apply for a Local Restrictions Support Grant

If you have already received a Local Restrictions Support Grant in respect of the national lockdown, you do not need to complete our online form.

For those businesses that have received a Tier 3 grant, we plan to automatically pay the Tier 4 grant unless we are advised that the business has permanently ceased trading.

Those businesses that were able to remain open in Tier 3 but were then required to close under Tier 4 will be receiving an email asking for confirmation that the qualifying conditions have been met.

If you have not received an email payment of the grant by 31 January 2021 and you wish to apply for the grant, please contact us by emailing rates@gravesham.gov.uk with the heading Local Restrictions Support Grant for closed businesses (from 20 December). Please tell us your business rates account number(s) and property address(es) and confirm that you meet the qualifying criteria below.

To qualify for the grant:

  • you must be the ratepayer and pay your rates to Gravesham Borough Council
  • your business must not have permanently ceased trading
  • your business must have been required to close and remained closed for the whole period for which the grant is claimed. If your business has been required to close your main, in person service but you have remained open to provide takeaway, click and collect or online delivery service, you will still be eligible for the grant under the closed scheme
  • you must be the person responsible for the business
  • the business must not be in administration, insolvent or have had a striking-off notice made
  • you must not exceed state aid limits

2 December to 19 December 2020 (Tier 3)

If you have already received a Local Restrictions Support Grant in respect of the national lockdown, you do not need to complete our online form but do get in contact if you haven't been contacted.

If you have already received a Local Restrictions Support Grant in respect of the national lockdown, you do not need to complete our online form. We have contacted those businesses that we think may qualify and you just need to reply to the email you have been sent confirming that you meet the qualifying conditions.

If you have not received an email and you wish to apply for the grant, please contact us by emailing rates@gravesham.gov.uk with the heading Local Restrictions Support Grant for closed businesses (from 2 December). Please tell us your business rates account number(s) and property address(es) and confirm that you meet the qualifying criteria below.

To qualify for the grant:

  • you must be the ratepayer and pay your rates to Gravesham Borough Council
  • your business must not have permanently ceased trading
  • your business must have been open as usual until the national lockdown on 5 November 2020, required to close and remained closed for the whole of the 14-day period for which the grant is claimed. If your business has been required to close your main, in-person service but you have remained open to provide a takeaway, click and collect or online delivery service, you will still be eligible for a grant under the closed scheme
  • you must be the person responsible for the business
  • the business must not be in administration, insolvent or have had a striking-off notice made
  • you must not exceed state aid limits

The council is keen to support businesses in Gravesham by passing on this funding.

5 November to 1 December 2020 (National restrictions)

For those impacted by the national restrictions in place between 05 November and 01 December.

Other funding

Christmas Support Payments (for wet-led pubs)

This scheme provides for a one-off payment of £1,000 where Tier 2 or Tier 3 local restrictions are in place for all or part of the period between 2 and 29 December 2020.

If you have not received an email, please contact us by emailing rates@gravesham.gov.uk with the heading Christmas Support Payment. Please tell us your business rates account number(s) and property address(es) and confirm that you meet the qualifying criteria.

Confirmation of your eligibility must be received by 28 February 2021.

You will be eligible for the payment if:

  • less than 50% of your income is derived from food sales
  • your business would have been trading on 30 November 2020 if the national lockdown had not been in place
  • your business is the ratepayer for the property concerned as at 1 December 2020 and you pay your rates to Gravesham Borough Council
  • you don't exceed state aid limits

Outside of local restrictions such as national lockdown and being in Tier 3 or 4 your business must be open to the public. It allows free entry other than when occasional entertainment is provided, allows drinking without requiring food to be consumed and permitting drinks to be purchased at a bar.

You will not be eligible for the grant if your business is in administration, insolvent or has had a striking-off notice made.

Please note that we may ask you at a later date to provide accounts dated no later than 11 March 2020 to demonstrate that under normal circumstances, less than 50% of your income would be derived from food sales. Should it be found after paying the grant that you are not eligible then you will be liable to repay the sum in full.

Closed Business lockdown one-off payment

The Government has set out measures to support businesses that are subject to national lockdown restrictions due to coronavirus (COVID-19). Businesses that are required to close during the lockdown will be eligible for this one-off payment, in addition to the Local Restrictions Support Grant payable for the period beginning 5 January 2021.

New Business Rates Reliefs 2020-21

Business Rates Holiday

The government has provided guidance on the operation of expanded retail discount for 2020/21: coronavirus response.

As a result, ratepayers who have recently received a new annual bill showing a 50% discount will now receive a revised bill showing a 100% discount.

The 100% discount has been extended to include properties completely or mainly used for leisure, hotels and assembly such as public halls. We’re working hard to ensure notices are issued within 7 to 10 days.

Only if you are not already registered for Business Rates.

Other new rate reliefs

Pub discount

The government has announced in the budget that this discount is to be increased from £1,000 to £5,000. Our business rate bills have already been issued based on the original levels of relief. We will send amended bills to those affected once we have more details from the government.

Non-local authority nursery schools

The government has announced that there will be a business rate 'holiday' for 2020 to 2021. We are waiting for more details but have started to identify ratepayers who may be eligible.
