Zone C

The Residents Parking Scheme is divided into seven zones - A, B, C, D, F, G and H.

We issue permits based on which zone your street is in. This means your permit can only be used in whichever zone your property is in. It can't be used for any of the other zones.

What roads are in Zone C?

  • Clarence Place
  • Clarence Row
  • Sheppy Place
  • Victoria Avenue
  • Windmill Street (No. 62 to 127 excluding William House)

Parking restrictions

View restrictions

  • Monday to Sunday 8am – 6:30pm – One hour free parking with no return for two hours (Zone C permit holders exempt)
  • Monday to Sunday 6:30pm – 8am – Zone C permit holders only

The above restrictions only apply in Zone C marked bays. There may be other restrictions in the zone such as single and double yellow lines or timed bays that are not covered by the same restrictions.

In Windmill Street, the bay at the northern end (between the junctions of Zion Place and South Street) is not a Zone C resident bay and a resident permit does not exempt the vehicle from the time limit within this bay. It is important to always check the signs before leaving the vehicle.

Restrictions are in force all year round.

Permits

Resident Permits

What you need to know

  • The quickest way to apply is online.
  • Resident Permits cost £40 per permit and last for 12 months.
  • If you don’t attach the documentation requested below when applying, your permit will be delayed.
  • We aim to process applications within five working days. However this may not always be possible. Please allow additional time for postage of your permit. Permits are automatically sent to the address provided.
  • Alternative parking arrangements must be made whilst waiting for your new permit to arrive. Simply applying for a permit does not grant permission to park.
  • We can only issue one permit per resident.
  • Renewal reminders are only sent via email and therefore a valid email address should be provided. Emails are sent from parking.permits@gravesham.gov.uk so to avoid this reminder going to your junk/spam email, please ensure the email address is added to your contacts.
  • Whilst you can choose the start date of your permit, our system will automatically enter the earliest start date allowed, seven working days from the date of the application. This allows five working days for processing of the application plus an additional two working days for postage of the permit.

New applications

New applications will need to provide the following:

  • Your current V5C (log book) showing the vehicle is registered to you at the address you reside.
  • Proof of residency dated within the last three months. Proof can be in the form of utility bills, bank statements, tenancy agreements etc. Driving licences are not accepted as proof of residency.

When you apply for a permit for the first time, you will need to register your details. At the end of the application, you will receive a unique 'Applicant ID' which all of your permits will be linked to. Please keep a note of this ID, you'll need it when you need to renew your permit.

Please do not create duplicate Applicant IDs, it can slow down your application. If you don't know whether you already have an Applicant ID, please email parking.permits@gravesham.gov.uk. We aim to respond to emails within five working days.

Declaration

I certify that I live at the declared address and wish to apply for a permit to park the vehicle described.

I understand that the permit remains the property of Gravesham Borough Council and that replacements will be charged for. I understand that permits are not transferable and the facility may be withdrawn if the permit is found to have been misused. I understand that if fraudulent applications are detected or if terms of use are breached this permit will not be valid and my vehicle will be subject to enforcement action.

I understand that any permit issued to me is conditional on my informing Gravesham Borough Council in writing and surrendering the permit in case of:

  • Moving from the stated address
  • Selling the vehicle
  • Changing the vehicle (replacement permit charged at £10)
  • Adaptation of the vehicle or change in its use so that details given are no longer correct.

Warning: Misuse of a permit can result in a Penalty Charge Notice (PCN) being issued and the permit being cancelled.

  • Your previous applicant ID. This can be found on your previous permit letter and your renewal reminder. Please do not create duplicate Applicant IDs, it can slow down your application. If you don't know whether you already have an Applicant ID, please email parking.permits@gravesham.gov.uk. We aim to respond to emails within five working days.

Visitor Permits

What you need to know

  • Visitor scratch cards cost £10 for a book of five scratch cards, each card lasting 24 hours starting from the date and time that you scratch off.
  • A maximum of 5 books of visitor permits can be purchased at one time. Any purchased beyond this limit will not be issued and will be automatically refunded.
  • Errors when scratching the visitor permit will render the scratch card void.
  • Only residents can apply for visitor permits for their visitors, the visitor cannot apply themselves.
  • Permits are automatically posted to the address provided.

New applications

You first need to register for this service by emailing parking.permits@gravesham.gov.uk and supplying a copy of a utility bill as proof of your address. Proof of residency must be dated within the last three months and can be in the form of utility bills, bank statements, tenancy agreements etc. Driving licences are not accepted as proof of residency. Please provide contact details in your email. We aim to respond to emails within five working days, however this may not always be possible.

Failure to provide proof of residency will result in your request being delayed.

Once the request has been processed, you will be provided with your unique visitor permit reference number and applicant ID to allow you to apply online. If you already have an applicant ID for a resident permit, please quote this in all contact. Please note your visitor permit reference number is different to your resident permit number. You cannot purchase visitor permits using your resident permit number.

Once you have your reference numbers, you can order permit scratch cards using the below online form.

I've already registered

If you've already registered for our visitor permit service; please use the below online form to order your scratch cards. You will need your visitor permit reference number and applicant ID.

Change of address

Changing your address

  • Email your Applicant ID to parking.permits@gravesham.gov.uk advising that you need to apply for a change of address replacement permit. Your applicant ID can be found on your previous permit letter.
  • Attach proof of residency dated within the last three months. Proof can be in the form of utility bills, bank statements, tenancy agreements etc. Driving licences are not accepted as proof of residency.
  • Attach a scan of your V5C (log book) showing the vehicle is registered to you at the address where you reside.
  • You will be contacted to make payment of a £10 replacement charge.
  • Your previous permit will need to be returned via post or handed into the Meet & Greet desk at the Civic Centre before a replacement can be processed (copies cannot be accepted).

Please note the charge and return of your permit only applies if you are moving to a different zone within the scheme. If you are still within the same zone, no replacement permit is needed and so you will not need to return your old permit or make a payment for a replacement. However we will still require all other information as detailed above in order to amend our records.

If you move into a different scheme (i.e. a Controlled Parking Zone), we cannot transfer the permit as different charges apply. You will need to apply as a new applicant at your new address and return any previous permits.

Replacements cannot be applied for via our online system.

Change of vehicle

What you need to know

  • The quickest way to apply is online.
  • Replacements cost £10 and you will be given a replacement that has the same expiry date as your existing permit.
  • If you don’t attach the documentation requested below when applying, your permit will be delayed.
  • Alternative parking arrangements must be made whilst waiting for your new permit to arrive. Simply applying for a permit does not grant permission to park.

What do I need to provide?

  • Vehicle documents:
    • Personal vehicles - your current V5C (log book) showing the vehicle is registered to you at the address you reside or
    • Company vehicles - A typed, printed letter from your employer on letterhead paper confirming you use the vehicle and take it back to your property.
  • Your previous permit will need to be returned

If the V5C has not yet been changed into your name please supply a copy of the new keepers slip or vehicle insurance documents and a temporary permit will be issued. If you are unable to return your previous permit before applying for your replacement, a temporary permit will be issued for a week for you to return this.

Lost permit

  • Email your Applicant ID to parking.permits@gravesham.gov.uk advising that you need to apply for a replacement of a lost permit. Your applicant ID can be found on your previous permit letter.
  • You will be contacted to make payment of a £10 replacement charge.

The previous permit will become void at the point the replacement is issued and therefore the permit will no longer be valid. Any vehicle displaying the permit is subject to the standard parking restrictions.

Replacements cannot be applied for via our online system.
