2. How the canvass works

What is the new canvass?

Each year the Electoral Registration Officer (ERO) must conduct an annual canvass to ensure the electoral register is accurate and complete.  The 2020 annual canvass has been reformed, to allow for a more flexible approach. New instructions have been set out for the ERO to follow; these instructions are set in law.

How does the new canvass work?

Data matching

  • The Electoral Register is sent electronically and securely to the Department of Work and Pensions (DWP). Electors' names and address will be matched against information held by the DWP. At the discretion of the ERO, local data can also be used to match records, for example Council Tax. This exercise will take place in June.
  • If all electors at a property can be matched with either of these databases the property will be sent down ‘Route 1’.
  • If there are any people at a property that cannot be matched the property will be sent down ‘Route 2’.
  • Care homes, nursing homes and all other properties that have a responsible person, for example ‘a duty manager’ will be sent down ‘Route 3’.

Routes of communication

Route 1
  • We will send a form to the property, which will list all the electors’ details. If they are correct you do not need to do anything else.
  • If you would like to add or remove someone from the property, go to the web address listed on the form and use the security codes (also on the form) to log in and complete the change(s).
  • If you do not wish to respond online and you have changes to submit you can post this form back to us addressed to Electoral Registration Officer, Gravesham Borough Council, Civic Centre, Windmill Street, Gravesend, DA12 1AU.
Route 2
  • We will send a form through the post which will list all the electors’ details. A blank form will be sent if there is currently no one registered to vote.
  • If you would like to add or remove someone from the property, go to the web address listed on the form and use the security codes (also on the form) to log in and complete the change(s).
  • If you do not wish to respond online and you have no changes to submit you can call 0808 284 1517 for the automated telephone service, you can also post this form back to us addressed to Electoral Registration Officer, Gravesham Borough Council, Civic Centre, Windmill Street, Gravesend, DA12 1AU.
  • If we do not receive a response from the forms we send, reminders will be sent, this may be via post, email, telephone call or a personal visit to your property.
  • We need a response from this form even if there are no changes to make.
Route 3
  • Care managers or duty managers will receive a letter with a list of those registered to vote at the address.
  • If you do not wish to respond online and you have no changes to submit you can call 0808 284 1517 for the automated telephone service, you can also post this form back to us addressed to Electoral Registration Officer, Gravesham Borough Council, Civic Centre, Windmill Street, Gravesend, DA12 1AU.
  • If we do not receive a response from the forms we send, reminders will be sent, this may be via post, email, telephone call or a personal visit to your property.

Due to the Covid-19 outbreak and to protect our officers we may not visit your property until it is safe to do so.
