Today the show flats and marketing suite at The Charter were unveiled. The flagship new housing development in the heart of Gravesend that promises high-quality, community-focused homes built by the borough, for the borough.
Located just a five-minute walk from Gravesend Station and overlooking the historic riverside, The Charter will deliver 242 one, two and three-bedroom build-to-rent apartments, with 20% offered at discounted market rent to support local families, workers and key services.

Developed by the Council’s wholly own company, Rosherville Ltd with the support of Reef + Partners, The Charter represents one of the most ambitious housing investments in the town’s history and a powerful statement of confidence in Gravesham’s future.

Residents at The Charter will enjoy far more than just an apartment. The development includes co-working spaces, shared lounges, a concierge service, roof terraces, bike storage and green space, all with no hidden service charges.

Despite local rumours, this development is not for London boroughs; it is being delivered by Rosherville, and locally led marketing will soon be underway.
Behind the scenes, the development has already brought economic benefits, including over 190 construction jobs, multiple apprenticeships, and upskilling opportunities have been supported throughout the build, with a focus on local contractors and supply chains. Once complete, the Charter will create new jobs in housing operations, management, security and maintenance, with recruitment targeted locally and increase town centre footfall and expenditure.
The scheme has also helped fund the relandscaping of the adjacent St Andrew’s Gardens, the first part of which will be opened later this year.
Management partners Touchstone are also working with town centre businesses to provide resident perks, offers and welcome packs, reinforcing the Council’s wider mission to revitalise Gravesend’s economy and culture.
The Charter is set to welcome its first residents from late 2025.
