We are inviting residents to share their views on proposed changes to the Council Tax Reduction (CTR) Scheme for working-age households.
The proposed changes could mean that thousands of residents on the lowest incomes pay less Council Tax – or none at all – as the council looks to make the system fairer, simpler and more up to date.
The CTR Scheme provides financial support to help people on low incomes pay their Council Tax. Gravesham currently supports around 4,500 working age households through this scheme, which costs £4.9 million each year and is funded jointly by Kent County Council, Gravesham Borough Council, Kent Police and Kent Fire & Rescue Service.
Councillor Rajinder Atwal, Portfolio Holder for Performance and Administration said, the review is an important opportunity for local people to shape how support is delivered.
“This review is about making sure help goes to those who need it most. We know many households are struggling with the rising cost of living, so it’s vital that our scheme is fair and sustainable for the years ahead.”
The council is encouraging all residents, especially those of working age who receive or may apply for Council Tax Reduction, to take part in the consultation. Community organisations and advice groups are also invited to share their views.
The online survey is live now on Go Vocal and takes around 10 minutes to complete. Feedback from the consultation will directly influence how the 2026/27 scheme is designed, ready to take effect from 1 April 2026.
Pension-age households will not be affected by any changes, as their support is set nationally by the Government.

The consultation closes on 28 November 2025.
Now is the time to have your say and help shape the future of Council Tax support in Gravesham.
