Harbour Village
Harbour Village is a development within the wider Bellway regeneration scheme at Northfleet, Gravesend.
The council has acquired 34 affordable rented homes through a Section 106 agreement, marking this the first time the council has purchased affordable homes directly from a developer.
The project represents an important step in increasing the number of affordable homes for local residents.

About the development
Harbour Village is a large development by Bellway Homes, where Gravesham Borough Council have purchased 34no. apartments from Phase 3a of the development required as part of a Section 106 agreement planning obligation on the developer to deliver 30% affordable homes across the site. All 34 apartments will be for 100% affordable rent and to be rented by those on the Gravesham Borough councils housing register, due to be completed spring 2027.
Site Context
The Site is the former Northfleet Cement Works at Northfleet Embankment West. Outline permission was granted in 2018 for mixed used development of 500+ homes, employment floorspace and community infrastructure, with 34no. affordable tenure dwellings provided as part of Phase 3a. It will provide much-needed homes in a well-connected location, helping to meet local housing needs.
Environmental impact
The homes will meet current Building Regulations Part L meaning high thermal efficiency and will be heated by renewable technology exhaust air source heat pumps in line with the Council’s Climate Emergency Declaration.
