Understanding the National Approach

What is CONTEST?

CONTEST is the UK’s national strategy for reducing the risk of terrorism. It has four parts:

  • Prevent – helping stop people being drawn into terrorism
  • Pursue – detecting and stopping terrorist activity
  • Protect – strengthening the safety of public places
  • Prepare – reducing harm if an attack happens

While we can’t remove the threat completely, knowing what to look out for and understanding how to respond helps keep our community safer.

Protect and Prepare (Martyn’s Law)

The Government is introducing the Terrorism (Protection of Premises) Bill – also known as Martyn’s Law. It will require venues and organisations to have basic security measures in place, such as:

  • simple plans for keeping people safe
  • basic awareness training
  • steps to reduce the impact if an incident occurs

This supports the 'Protect' and 'Prepare' areas of the CONTEST strategy.
